Not later than March 1, 2017, the Gulf States Marine Fisheries Commission shall submit to the Committee on Commerce, Science, and Transportation of the Senate and the Committees on Natural Resources and Transportation and Infrastructure of the House of Representatives a report on the economic, conservation and management, and law enforcement impacts of the implementation of section 110 of division B of the Consolidated Appropriations Act, 2016 ( Public Law 114–113 ). The report required under subsection
(a)shall include a detailed accounting of how the implementation of section 110 of division B of the Consolidated Appropriations Act, 2016 ( Public Law 114–113 ) has affected— the economies of the States of Alabama, Florida, Louisiana, Mississippi, and Texas; the sustained participation of fishing communities; conservation and management of living resources under all applicable Federal laws; enforcement of Federal maritime laws; and the ability of the governments of the States described in paragraph
(1)to effectively manage activities pursuant to the fishery management plan for reef fish resources of the Gulf of Mexico. Subject to the availability of appropriations, the Secretary of Commerce shall make available to the Gulf States Marine Fisheries Commission $500,000 to carry out the report required under subsection (a). Amounts made available under paragraph
(1)shall be available only to the extent specifically provided for in advance in subsequent appropriations Acts.
