In this Act: Except as otherwise specified, the term Assistant Secretary means the Assistant Secretary for Mental Health and Substance Use Disorders. The term evidence-based means the conscientious, systematic, explicit, and judicious appraisal and use of external, current, reliable, and valid research findings as the basis for making decisions about the effectiveness and efficacy of a program, intervention, or treatment.
