Sec. 7. Review by President

The President shall— on receipt of the recommendations of the Commission under section 6, conduct a review of the recommendations; and not later than 30 days after the date of receipt of the recommendations, submit to the Commission and Congress a report that describes the approval or disapproval of the President of the recommendations. If the President— approves the recommendations of the Commission, the President shall submit a copy of the recommendations to Congress, together with a certification of the approval; disapproves of the recommendations of the Commission, in whole or in part— the President shall submit to the Commission and Congress the reasons for the disapproval; and not later than 30 days after the date of disapproval, the Commission shall submit to the President and Congress a revised list of recommendations; approves the revised recommendations of the Commission submitted under paragraph (2)(B), the President shall submit a copy of the revised recommendations to Congress, together with a certification of the approval; and does not submit to Congress an approval and certification in accordance with paragraph
(1)or
(3)by the date that is 30 days after the date of receipt of the recommendations or revised recommendations, the review process under this section shall terminate until the following year.
