Not later than 1 year after the date of enactment of this Act, and annually thereafter, the Comptroller General of the United States shall submit to Congress an annual report that— reviews and describes the implementation activities of Federal agencies pursuant to section 9; and contains any recommendations of the Comptroller General for the improvement of those implementation activities.
