Beginning in fiscal year 2016, the Secretary shall— increase by 10 the number of fellows selected for the Charles B. Rangel International Affairs Program; increase by 10 the number of fellows selected for the Thomas R. Pickering Foreign Affairs Fellowship Program; and increase by 5 the number of fellows selected for the Donald M. Payne International Development Fellowship Program. Undergraduate and graduate components of the Donald M. Payne International Development Fellowship Program are authorized to conduct outreach to attract outstanding students who represent diverse ethnic and socioeconomic backgrounds with an interest in pursuing a Foreign Service career.
