Not later than 180 days after the date of the enactment of this Act, the Comptroller General of the United States shall submit a report to the appropriate congressional committees that assesses the cost-effectiveness and performance of the International Cooperative Administrative Support Services system (referred to in this section as the ICASS system ), including by assessing— the general performance of the ICASS system in providing cost-effective, timely, efficient, appropriate, and reliable services that meet the needs of all departments and agencies served; the extent to which additional cost savings and greater performance can be achieved under the current ICASS system and rules; the standards applied in the selection of the ICASS provider and the extent to which such standards are consistently applied; and potential reforms to the ICASS system, including— the selection of more than 1 service provider under certain circumstances; options for all departments or agencies to opt out of ICASS entirely or to opt out of individual services, including by debundling service packages; increasing the reliance on locally employed staff or outsourcing to local firms, as appropriate; and other modifications to the current ICASS system and rules that would incentivize greater effectiveness and cost efficiency.
