Section 504 of the Foreign Relations Authorization Act, Fiscal Year 1979 ( 22 U.S.C. 2656d ) is amended by adding at the end the following: The Secretary is authorized to provide grants or enter into cooperative agreements for science and technology fellowship programs of the Department of State. Assistance authorized under paragraph
(1)may be used— to recruit fellows; and to pay stipends, travel, and other appropriate expenses to fellows. Stipends paid under paragraph (2)(B) shall not be considered compensation for purposes of section 209 of title 18, United States Code. The total amount of assistance provided under this subsection may not exceed $500,000 in any fiscal year. .
