The Secretary shall establish a right and process for employees to appeal any assignment restriction or preclusion. Upon full implementation of a right and process for employees to appeal an assignment restriction or preclusion, the Secretary shall submit a report to the appropriate congressional committees that— certifies that such appeals process has been fully implemented; and includes a detailed description of such process. The Secretary shall— publish the right and process established pursuant to subsection
(a)in the Foreign Affairs Manual; and include a reference to such publication in the report required under subsection (b). Section 502(a)(2) of the Foreign Service Act of 1980 ( 22 U.S.C. 3982(a)(2) ) is amended to read as follows: In making assignments under paragraph (1), the Secretary shall ensure that a member of the Service is not assigned to, or restricted from, a position at a post in a particular geographic area, or domestically in a position working on issues relating to a particular geographic area, exclusively on the basis of the race, ethnicity, or religion of that member. .
