It is the sense of Congress that— Hizballah appears to meet the criteria for designation as a significant transnational criminal organization under Executive Order 13581 (76 Fed. Reg. 44,757; relating to blocking property of transnational criminal organizations); and the President should designate Hizballah as a significant transnational criminal organization. Not later than 120 days after the date of the enactment of this Act, the President shall submit to the appropriate congressional committees a detailed report on whether Hizballah meets the criteria for designation as a significant transnational criminal organization under Executive Order 13581, and if the President determines that Hizballah does not meet such criteria, a detailed justification as to which criteria have not been met.
The report required by paragraph
(1)shall be transmitted in unclassified form, but may include a classified annex. In this section, the term appropriate congressional committees means— the Committee on Foreign Affairs, the Committee on Financial Services, and the Committee on the Judiciary of the House of Representatives; and the Committee on Foreign Relations, the Committee on Finance, and the Committee on the Judiciary of the Senate.
