The purposes of this title are to— increase the availability of, and access to, high-quality early childhood education and care programming for infants and toddlers; support a higher quality of, and increase capacity for, such programming in both child care centers and family child care homes; encourage the provision of comprehensive, coordinated full-day services and supports for infants and toddlers; and increase access to appropriate supports so children with disabilities and other children who need specialized supports can fully participate in high-quality early education programs.
