From amounts made available to carry out this subtitle, the Secretary, in consultation with the Secretary of Health and Human Services, shall award grants to States to implement high-quality prekindergarten programs, consistent with the purposes of this subtitle described in section 101. For each fiscal year, the funds provided under a grant to a State shall equal the allotment determined for the State under section 104.
