Section 3(a)(2) of the Mineral Leasing Act ( 30 U.S.C. 203(a)(2) ) is amended— in subparagraph (B), by striking and after the semicolon at the end; in subparagraph (C), by striking the period at the end and inserting ; and ; and by adding at the end the following: would not result in a reduction of revenue. .
