Not later than 180 days after the date of enactment of this Act, the Secretary of Energy shall conduct a long-range strategic review of the Strategic Petroleum Reserve and develop and transmit to Congress a plan that includes an analysis and implementation schedule that— specifies near-term and long-term roles of the Strategic Petroleum Reserve relative to United States energy security and economic goals and objectives; describes existing legal authorities governing the policies, configuration, and capabilities of the Strategic Petroleum Reserve; identifies Strategic Petroleum Reserve configuration and performance capabilities and recommends an action plan to achieve the optimal— capacity, location, and composition of petroleum products in the Reserve; and storage and distributional capabilities; and estimates the resources required to attain and maintain the Strategic Petroleum Reserve’s long-term sustainability and operational effectiveness.
