Congress makes the following findings: There are at least 3,600,000 veterans currently living with service-connected disabilities. As a result of their service, many veterans are permanently disabled throughout their lives and in many cases must rely on the support of their families and friends when these visible and invisible burdens become too much to bear alone. October 5, which is the anniversary of the dedication of the American Veterans Disabled for Life Memorial, has been recognized as an appropriate day on which to honor American veterans disabled for life each year.
Congress— expresses its appreciation to the men and women left permanently wounded, ill, or injured as a result of their service in the Armed Forces; supports the annual recognition of American veterans disabled for life each year; and encourages the American people to honor American veterans disabled for life each year with appropriate programs and activities.
