The Commission shall meet and begin the operations of the Commission as soon as practicable. After its initial meeting, the Commission shall meet upon the call of the chairman or a majority of its members. Except as provided in paragraph (2), a majority of the members of the Commission shall constitute a quorum. For purposes of taking testimony of witnesses, 2 members of the Commission may constitute a quorum, so long as at least one of the members is a member appointed under paragraph
(1)of section 4(a) and at least one of the members is a member appointed under paragraph
(2)of section 4(a). No proxy voting shall be allowed on behalf of a member of the Commission. The Commission shall establish rules for the conduct of the Commission’s business, if such rules are not inconsistent with this Act or other applicable law. At its initial meeting, the Commission shall adopt the rules established under paragraph (1).
