Except as provided in subsection (b), not later than 6 months after the date of the enactment of this Act, the head of each agency shall make all reasonable efforts to ensure that desktop computers are shut down for at least 4 hours out of every 24-hour time period. The requirement in subsection
(a)shall not apply to— desktop computers that are used by a person for 16 or more hours per day; and computers that perform automated functions essential to the agency for 16 or more hours per day. In this section, the term agency has the meaning given that term in section 551 of title 5, United States Code.
