Section 5302 of title 31, United States Code, is amended by adding at the end the following: Amounts in the fund may not be used for the establishment of a guaranty program for any nongovernmental entity. . Section 131(b) of the Emergency Economic Stabilization Act of 2008 ( 12 U.S.C. 5236(b) ) is amended by inserting , or for the purposes of preventing the liquidation or insolvency of any entity before the period.
