(5)of section 111(a) ( 20 U.S.C. 2321(a) ) is amended— in subparagraph (A), by striking No State and inserting For each of fiscal years 2017, 2018, and 2019, no State ; by redesignating subparagraph
(B)as subparagraph (C); by inserting after subparagraph (A), as amended by paragraph (1), the following: For fiscal year 2020 and each of the succeeding fiscal years, no State shall receive an allotment under this section for a fiscal year that is less than 90 percent of the allotment the State received under this section for the preceding fiscal year. ; and in subparagraph (C), as redesignated by paragraph (2), by striking subparagraph
