None of the funds appropriated by this Act shall be used to implement, administer, carry-out, or enforce Executive Order 13690 and the Federal Flood Risk Management Standard (FFRMS) until 90 days after the Secretary provides a report to the House and Senate Committees on Appropriations that includes: a comprehensive list of HUD programs that will be impacted by Executive Order 13690 and the FFRMS; an analysis of the near term and long term costs and benefits of Executive Order 13690 and the FFRMS; and a detailed nationwide floodplain map, including descriptions, definitions, and extent associated with the floodplain definitions set forth in Executive Order 13690 and the FFRMS.
