Section 101(a)(13)(C) (8 U.S.C. 1101(a)(13(C)) is amended by amending clause

(ii)to read as follows: has been absent from the United States for a continuous period in excess of one year unless the alien’s return was impeded by emergency or extenuating circumstances outside the control of the alien, .
