Section 21 of the Joint Resolution entitled Joint Resolution increasing the statutory limit on the public debt ( Public Law 111–139 ; 31 U.S.C. 712 note) is amended to read as follows: The Comptroller General of the United States shall— conduct routine investigations to identify programs, agencies, offices, and initiatives with unnecessarily duplicative goals and activities within departments and agencies and Governmentwide; and submit to Congress an annual report on the findings of the investigations under paragraph (1).
Reports submitted under subsection (a)(2) shall, to the extent possible— include— information from available reports estimating the cost of unnecessary duplication identified under subsection (a)(1); and recommendations for consolidation, coordination, and elimination to reduce unnecessary duplication, which shall identify specific rescissions; and aggregate separately— estimates of related costs reported by the Comptroller General for instances of actual and potential unnecessary duplication; and estimates of other potential cost savings and revenue collection reported by the Comptroller General during the period covered by the report. .
