Section 884 of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 948; 10 U.S.C. 2302 note) is amended— by inserting
(a)before Requirement .— The Secretary of Defense ; by striking that is predominately and all that follows through price and inserting described in subsection
(b); and by adding at the end the following new subsection: For purposes of subsection (a), the source selection criteria described in this subsection are criteria— that are predominately based on technical qualifications of the item and not predominately based on price; that do not use reverse auction or lowest price technically acceptable contracting methods; and that reflect a preference for best value source selection methods. .
