Section 214(a)(7) of the Housing and Community Development Act of 1980 ( 42 U.S.C. 1436a(a)(7) ) is amended by striking within Guam and all that follows through the period at the end and inserting within Guam and the Commonwealth of the Northern Mariana Islands, any citizen or national of the United States shall be entitled to a preference or priority in receiving financial assistance before any such alien who is otherwise eligible for assistance. .
