Not later than 1 year after the date of the enactment of this Act, the heads of the Social Security Administration, the Railroad Retirement Board, the Department of Veterans Affairs, and the Department of Labor shall jointly submit a report to Congress that includes a legislative solution to ensure that the cost-of-living adjustment formula for Social Security adequately reflects beneficiary’s needs.
