The Chief of the Border Patrol may transfer Border Patrol agents, on a voluntary basis, to high traffic areas, as determined by the Chief. At the discretion of the Chief of the Border Patrol, a Border Patrol agent may be eligible for an incentive bonus for any transfer carried out pursuant to subsection
(a)if the Chief determines that such transfer is critical to the risk-based approach of the Border Patrol to patrolling the international borders of the United States. There is authorized to be appropriated to carry out this section $30,000,000 for each fiscal year.
