It shall be the policy of the United States to— combat the international trafficking in human organs; promote the adoption of national transplantation systems that ensure voluntary organ donation processes in bilateral diplomatic meetings, as well as in international health forums; and promote the dignity and security of human life in accordance to the Universal Declaration of Human Rights.
