In this Act— the term core correctional services means the housing, safeguarding, protecting, and disciplining of individuals charged with or convicted of an offense; the term local government means a city, county, township, town, borough, parish, village, or other general purpose political subdivision of a State; and the term State means a State of the United States, the District of Columbia, the Commonwealth of Puerto Rico, or another commonwealth, territory, or possession of the United States.
