The purpose of this Act is to establish a grant program for Indian tribes and eligible tribal entities for extracurricular programs— to support and encourage the educational and cultural growth of Indian and Alaska Native students; to provide access to mentors and resources that promote emotional and mental resilience in Native youth; to ensure Native children receive consistent access to nutritional meals; and to increase the availability of safe and usable educational infrastructures in Native communities and on tribal land.
The funds awarded under the grant program established under section 366 of the Consolidated Farm and Rural Development Act (as added by section 4(a)) shall be used for— culturally appropriate before school, afterschool, and summer school programs that include activities designed to reinforce and complement the academic program of participating students, such as— development and extracurricular activities; and programs relating to— substance abuse and violence prevention; counseling; physical fitness and wellness;
Native culture and language; agriculture and nutrition; technology education; and character education; funds to build or upgrade facilities for before school, afterschool, and summer school programs; and access to federally funded meal programs.
