None of the funds made available under this Act may be used to collect a guarantee fee under section 7(a)(18) of the Small Business Act ( 15 U.S.C. 636(a)(18) ) with respect to a loan guaranteed under section 7(a)(31) of such Act that is made to a small business concern (as defined under section 3 of such Act ( 15 U.S.C. 632 )) that is 51 percent or more owned and controlled by 1 or more individuals who is a veteran (as defined in section 101 of title 38, United States Code) or the spouse of a veteran.
Nothing in this section shall be construed to limit the authority of the Administrator of the Small Business Administration to waive such a guarantee fee or any other loan fee with respect to a loan to a small business concern described in subsection
(a)or any other borrower.
