Sec. 102. Prohibition on unlicensed Internet poker

It shall be unlawful for a person to operate an Internet poker facility without a license in good standing issued to such person by a qualified regulatory authority under this title. Paragraph
(1)shall not apply to the operation of an Internet poker facility by a person located outside the United States in which bets or wagers are initiated, received, or otherwise made by individuals located outside the United States. Any person who violates this section shall be fined under title 18, United States Code, imprisoned for not more than 5 years, or both.
