In this title, the term eligible entity means a nonprofit entity acting as the lead applicant for a grant under this title in partnership with a local educational agency. Such partnership may also include any of the following entities: An institution of higher education, as defined in section 102 of the Higher Education Act of 1965 ( 20 U.S.C. 1002 ). The office of a chief elected official of a unit of local government. An Indian tribe or tribal organization, as defined under section 4 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 450b ).
