It is the sense of Congress that the Secretary of State should dedicate sufficient program resources to— conduct monitoring and evaluation, with a special emphasis where feasible on impact evaluations, of wildlife trafficking programs consistent with the Department of State’s January 2015 Evaluation Policy; publish program information on wildlife trafficking programs on the Department of State’s Internet website, ForeignAssistance.gov in a digital format consistent with the United States commitment to the International Aid Transparency Initiative (IATI); and develop and implement a learning agenda to improve the performance and impact of wildlife trafficking programs and to share best practices among relevant executive branch agencies.
