Sec. 9. Federal Law Enforcement Training Center certification of instructors in training on use of force and special equipment

Subtitle A of title XX of the Homeland Security Act of 2002 ( 6 U.S.C. 603 et seq. ), as amended by this Act, is amended by adding at the end the following: In this section— the term eligible defense item has the meaning given the term in section 2576a(w) of title 10, United States Code; the terms law enforcement agency , restricted item , and SWAT team have the meanings given those terms in section 2009(a); and the term special justice item has the meaning given the term in section 509(a) of the Omnibus Crime Control and Safe Streets Act of 1968.
On and after the date that is 3 years after the date of enactment of the Protecting Communities and Police Act of 2015 , the Secretary shall, through the Federal Law Enforcement Training Center, conduct programs to certify instructors to conduct training courses on law enforcement tactics for State, local, and tribal law enforcement agencies. The programs conducted under this section shall include instruction in training on the following: The use of force by State, local, and tribal law enforcement officers in the ordinary course of their duties.
The use of restricted items, eligible defense items, and special justice items by State, local, and tribal law enforcement officers in the ordinary course of their duties. The use of restricted items, eligible defense items, and special justice items by SWAT teams. The appropriate deployment of SWAT teams. Any other matters on the training of State, local, and tribal law enforcement officers that the Secretary considers appropriate. The Secretary shall maintain and publish a list of instructors who are certified pursuant to a program conducted under this section.
The Federal Law Enforcement Training Center may enter into an agreement with a State to— manage or implement the State's program for law enforcement instructor certification described in— section 2009(d)(1)(A) of this Act; section 2576a(o)(1) of title 10, United States Code; or section 509(d)(1)(A) of the Omnibus Crime Control and Safe Streets Act of 1968; or provide certified instructors for a program described in paragraph (1). . The table of contents in section 1(b) of the Homeland Security Act of 2002 ( Public Law 107–96 ; 116 Stat. 2135), as amended by this Act, is amended by inserting after the item relating to section 2009 the following:
