There are authorized to be appropriated to the Secretary for grants under chapter 244 of title 49, United States Code, the following amounts: For fiscal year 2016, $350,000,000. For fiscal year 2017, $430,000,000. For fiscal year 2018, $600,000,000. For fiscal year 2019, $900,000,000. The Secretary may withhold up to 1 percent from the amount appropriated under subsection
(a)of this section for the costs of project management oversight of grants carried out under chapter 244 of title 49, United States Code.
