Not later than 180 days after the date of the enactment of this Act, the Administrator of the National Highway Traffic Safety Administration shall submit a report to the Committee on Commerce, Science, and Transportation of the Senate , the Committee on Energy and Commerce of the House of Representatives , and the Committee on Transportation and Infrastructure of the House of Representatives that— identifies any legal and technical barriers to capturing adequate data on the prevalence of the use of wireless communications devices while driving; and provides recommendations on how to address such barriers.
