Not later than 1 year after the date of enactment of this Act, the Government Accountability Office shall conduct a comprehensive analysis on the Federal Motor Carrier Safety Administration’s information technology and data collection and management systems. The study conducted under subsection
(a)shall— evaluate the efficacy of the existing information technology, data collection, processing systems, and data management systems and programs, including their interaction with each other and their efficacy in meeting user needs; identify any redundancies among the systems and programs described in paragraph (1); explore the feasibility of consolidating data collection and processing systems; evaluate the ability of the systems and programs described in paragraph
(1)to meet the needs of— the Federal Motor Carrier Safety Administration, at both the headquarters and State level; the State agencies that implement the Motor Carrier Safety Assistance Program under section 31102 of title 49, United States Code; and other users; evaluate the adaptability of the systems and programs described in paragraph (1), in order to make necessary future changes to ensure user needs are met in an easier, timely, and more cost efficient manner; investigate and make recommendations regarding— deficiencies in existing data sets impacting program effectiveness; and methods to improve any and all user interfaces; and evaluate the appropriate role the Federal Motor Carrier Safety Administration should take with respect to software and information systems design, development, and maintenance for the purpose of improving the efficacy of the systems and programs described in paragraph (1).
