Section 139(c)(6) of title 23, United States Code, is amended— in subparagraph (A), by striking and at the end; in subparagraph (B), by striking the period at the end and inserting ; and ; and by adding at the end the following: to consider and respond to comments received from participating agencies on matters within the special expertise or jurisdiction of the participating agencies. . Section 139(d) of title 23, United States Code, is amended by adding at the end the following:
An agency participating in the collaborative environmental review process under this section shall— provide comments, responses, studies, or methodologies on those areas within the special expertise or jurisdiction of the Federal participating or cooperating agency; and use the process to address any environmental issues of concern to the participating or cooperating agency. .
