Section 34(a) of the Small Business Act ( 15 U.S.C. 657d(a) ) is amended— by redesignating paragraphs
(3)through
(9)as paragraphs
(4)through (10), respectively; and by inserting after paragraph
(2)the following: The term catastrophic incident means a major disaster that is comparable to the description of a catastrophic incident in the National Response Plan of the Administration, or any successor thereto. . Section 34(c)(2) of the Small Business Act ( 15 U.S.C. 657d(c)(2) ) is amended— in subparagraph (A), by striking and at the end; in subparagraph (B)(vi)(III), by striking the period at the end and inserting ; and ; and by adding at the end the following: shall give special consideration to an applicant that is located in an area affected by a catastrophic incident. . Section 34(c) of the Small Business Act ( 15 U.S.C. 657d(c) ) is amended by adding at the end the following: Upon application by an applicant that receives an award or has in effect a cooperative agreement under this section and that is located in an area affected by a catastrophic incident, the Administrator may— provide additional assistance to the applicant; and waive the matching requirements under subsection (e)(2). .
