Not later than 180 days after the date of the enactment this Act, the Comptroller General of the United States shall submit to the Committee on Transportation and infrastructure of the House and the Committee on Commerce, Science, and Transportation of the Senate, a description of actions that could be taken to— improve the efficiency of performance of the functions currently carried out by the National Vessel Documentation Center, including by— transferring such functions to Coast Guard headquarters; and reassigning Coast Guard personnel to better meet the Coast Guard’s vessel documentation mission; and strengthen the review of compliance with United States ownership requirements for vessels documented under the laws of the United States.
