Section 304(d)(2) ( 16 U.S.C. 1854(d)(2) ) is amended by adding at the end the following: The Secretary shall report annually on the amount collected under this paragraph from each fishery and detail how the funds were spent in the prior year on a fishery-by-fishery basis, to— Congress; and each Council from whose fisheries the fee under this paragraph were collected. .
