The Secretary shall— establish a peer-review process to assist in the review and approval of applications submitted by eligible entities under section 204; and appoint individuals to the peer-review process who are experts in high school reform, dropout prevention and recovery, new school development for struggling students and dropouts, and adolescent and academic development.
