Section 1215 of the Food Security Act of 1985 ( 16 U.S.C. 3814 ) is amended— by inserting highly erodible land before conservation plan each place it appears; in subsection (a), by inserting carrying out an inspection under section 1216 or before providing on-site technical assistance ; and in subsection (c), by striking may and inserting shall .
