In addition to any amounts otherwise made available to the Office, there are authorized to be appropriated to carry out the functions described in section 451(f)(2) of the Homeland Security Act of 2002 ( 6 U.S.C. 271(f)(2) ), as amended by section 2511(b)— $10,000,000 for the 5-year period ending on September 30, 2018; and such sums as may be necessary for fiscal year 2019 and subsequent fiscal years. There are authorized to be appropriated to implement the grant programs authorized under sections 2537 and 2538, and to implement the strategy under section 2539— $100,000,000 for the 5-year period ending on September 30, 2018; and such sums as may be necessary for fiscal year 2019 and subsequent fiscal years.
