The Secretary shall direct the Office of the Chief Economist to conduct a study of the impacts of the program established under section 1431(a). The study conducted under subsection
(a)shall consider— the economic impact of the program throughout the dairy product value chain, including the impact on producers, processors, domestic customers, export customers, actual market growth and potential market growth, farms of different sizes, and different regions and States; and the impact of the program on the competitiveness of the United States dairy industry in international markets. Not later than December 1, 2016, the Office of the Chief Economist shall submit to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate a report that describes the results of the study conducted under subsection (a).
