Not later than 2 years after the date of enactment of this Act, and every 2 years thereafter, the Secretary or the Administrator, as applicable, shall submit to the Committee on Environment and Public Works of the Senate and the Committee on Transportation and Infrastructure of the House of Representatives a report summarizing for the projects that are receiving, or have received, assistance under this title— the financial performance of those projects, including a recommendation as to whether the objectives of this title are being met; and the public benefit provided by those projects, including, as applicable, water quality improvement, the protection of drinking water, and the reduction of flood risk.
