Section 311(j)(4) of the Federal Water Pollution Control Act ( 33 U.S.C. 1321(j)(4) ) is amended— in subparagraph (A), by striking qualified personnel of Federal, State, and local agencies. and inserting “qualified— personnel of Federal, State, and local agencies; and members of federally recognized Indian tribes, where applicable. ; in subparagraph (B)(ii)— by striking and local and inserting , local, and tribal ; and by striking wildlife; and inserting wildlife, including advance planning with respect to the closing and reopening of fishing areas following a discharge; ; in subparagraph (B)(iii), by striking and local and inserting , local, and tribal ; and in subparagraph (C)— in clause (iv), by striking and Federal, State, and local agencies and inserting , Federal, State, and local agencies, and tribal governments ; by redesignating clauses
