It is the sense of Congress that the Secretary of Defense should— advise the President to transfer the remaining role of the United States Government in the functions of the Internet Assigned Numbers Authority to a global multi-stakeholder community only if the President is confident that the .MIL top-level domain and the Internet Protocol address numbers used exclusively by the Department of Defense for national security will remain exclusively used by the Department of Defense; and take all necessary steps to sustain the successful stewardship and good standing of the Internet root zone servers managed by components of the Department of Defense.
