Not later than 90 days after the date of the enactment of this Act, the Secretary of Defense shall, in consultation with the Secretary of State and the Attorney General, submit to the appropriate committees of Congress a report setting forth an assessment of the impact, if any, of the end of major combat operations in Afghanistan on the authority of the Armed Forces of the United States to use military force, including the authority to detain, with regard to al Qaeda, the Taliban and associated forces pursuant to— the Authorization for Use of Military Force ( Public Law 107–40 ); and any other available legal authority. The report under subsection

(a)shall be submitted in unclassified form, but may include a classified annex. In this section, the term appropriate committees of Congress means— the Committee on Armed Services, the Committee on Foreign Relations, and the Committee on the Judiciary of the Senate; and the Committee on Armed Services, the Committee on Foreign Affairs, and the Committee on the Judiciary of the House of Representatives.
