It is the sense of the Senate that— humanitarian assistance and disaster relief multilateral exercises provide nations in the Asia-Pacific region with the training, capacity building, and coordination expertise necessary to respond to natural disasters that often cause serious damage and loss of human life, as seen recently with the devastation caused by the Haiyan typhoon in the Philippines; and both the People’s Republic of China and Taiwan should be afforded the opportunity to participate in the humanitarian assistance and disaster relief portions of future multilateral exercises, such as Pacific Partnership, Pacific Angel, or the Rim of the Pacific (RIMPAC), to increase their capacity to effectively respond to these types of disasters.
