Sec. 497. Study by the Comptroller General on administrative cost savings

Not later than 12 months after the date of the enactment of this Act, the Comptroller General of the United States shall complete and submit to the Committee on Education and the Workforce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate a report that— determines the amount of administrative costs at the Federal and State levels for the most recent fiscal year for which satisfactory data are available for— each of the programs authorized under the Workforce Investment Act of 1998 (29 U.S.C. 2801 et seq.) or repealed under section 401 of this Act, as such programs were in effect for such fiscal year; and each of the programs described in subparagraph
(A)that have been repealed or consolidated on or after the date of enactment of this Act; determines the amount of administrative cost savings at the Federal and State levels as a result of repealing and consolidating programs by calculating the differences in the amount of administrative costs between subparagraph
(A)and subparagraph
(B)of paragraph (1); and estimates the administrative cost savings at the Federal and State levels for a fiscal year as a result of States consolidating amounts under section 501(e) of the Workforce Investment Act of 1998 (20 U.S.C. 9271(e)) to reduce inefficiencies in the administration of federally funded State and local employment and training programs. For purposes of this section, the term administrative costs has the meaning given the term in section 101 of the Workforce Investment Act of 1998 (29 U.S.C. 2801).
